Councillors are summoned to a meeting PPC/MH/172 of Peterchurch Parish Council to be held on

Monday 12^th December 2022

and will take place in the village hall beginning at 19.00hrs.

 

1. Receive apologies for absence

 

2. To receive declarations of interest and written dispensation requests

 

3. To consider minutes of the previous meetings ….15^th November 2022.

 

4. To note the status of Resolutions passed at the meeting dated 15^th November 2022.

 

5. Open Session
   • To receive a briefing from West Mercia Police
   • To receive a brief verbal report from Ward Councillor Jennie Hewitt.
   • To receive views of local residents on parish matters

 

6. Footpaths – To receive an update on any current issues to include feedback from the Footpath Officers.

 

7. Planning – To comment on applications to be determined by Herefordshire Council. No planning applications have been received since the last meeting.

7.1 – Planning Re-consultation 223199 – Proposed restoration of the farmhouse, the conversion of the granary attached to the farmhouse to an annex; the conversion of a stone and timber framed barn to form two dwellings; the erection of two new build dwellings in lieu of an extant permission for the conversion of the modern portal framed agricultural building to two dwellings; the erection of solar panels; and all associated works.

 

8. Finance
   • To note current bank balance.
   • To consider outstanding payments within budget allocation.
   • Financial Monitoring & Bank Reconciliation 2022/23.
   • To approve the precept for 2023/24.

 

9. Peterchurch Primary School – To receive an update on developments since the last meeting including the possible future provision and funding of a swimming pool.

 

10. Future Parish Council Objectives – To provide an overview of progress since the last meeting plus feedback from the following workstreams:
    • Traffic
      • To receive an update on a proposed meeting with Bruce Evans and the police to consider road safety issues outside Peterchurch primary school.
    • Drainage  
      • To receive an update on the projects to be funded through the drainage grant and Parish Council reserves.
    • Facilities
      • To receive an update on any developments since the last meeting.
      • To receive an update on the planned installation of a bus shelter and bench at Crossways.
      • To consider whether the Parish Council wishes to assume responsibility for maintaining the defibrillator based at the doctor’s surgery.

10.4     Environment – To receive an update on any developments since the last meeting.

 

 

11. Public Consultation – To receive an update on the public consultation covering the period from 28^th November 2022 to the 10^th December 2022.

 

12. Agricultural Planning Supplementary Planning Document (AP SPD) – To consider a Parish Council response to the AP SPD.

 

13. Almhouses – To consider a request from John Smith’s Charity for Parish Council support to re-building a wall to the rear of the Almhouses.

 

14. Clerk Correspondence.

 

15. To raise matters for the next meeting on 17^th January 2023.
